Focuses on measuring government performance in the delivery of public services. Presents ideas on the measurement of the whole of government performance and for selected sectors. Addresses two issues: (a) whether the public manager is delivering services consistent with citizen preferences; and (b) whether the public manager is providing services of a given quality in the least-cost manner.
