A work on local government and the setting up of municipal agencies in large cities and greater metropolitan areas in the Russian Federation, taking into account legal, economic, and socio-political factors. Areas of shared responsibility and cooperation between municipal and state governments are described. Improving the material/financial resources to fund municipal governments also is discussed.
