n San Rico, a small city east of Los Angeles, the jury is still out in the murder trial of Dean Whalen. On a break during deliberations metallurgist Mark Bennett, the only hold-out for conviction, punches out a guy who tries to bribe him to change his vote. The man vows to get even and a few days later runs Bennett off the road, causing the death of his young son. Bennett can’t convince anyone -- not the authorities, not even Walter Utley or Mark Chambers, his supervisors at work -- that the crash wasn’t accidental. A reporter suggests that the town is so mired in racketeering that justice there will be impossible. Bennett then vows to find the man responsible for his son’s death and take revenge.
