" The scene is a Pacific island - British New Brabant. The part of it with which we are concerned is the Sultanate of Namua. Adviser to the Sultan and Commissioner for Tribal Territory is James Morland. The British colony at Namua cannot approve of the Sultan. Though charmed, they are also embarrassed by him: they never know what predicament he will put them in next. In the highlands of Namua an insurrection is threatened. The Sultan assumes control of the operations against it. As imperturbable as ever, he takes action of which James Morland must disapprove. But he sees to it that Morland gets all the credit. ".
